Controller Sensitivity/Response to Force

Hey, first post here on these forums. Searched around, and couldn't any info on my question.

What I'm wondering, is if there's any way to configure a logictec dual action controller (USB) to react appropriately when moving the control sticks 1/2 to the left, then 3/4th's of the way to the left, like.. to give an example, SSB Melee, I can only run when I'm using my controller, I don't have a fine tuning to it, it either runs, or stops. No walking.

Hope I'm not being completely incomprehensible.
