epsxe keeps stretching image

In v170 I'm using pete's opengl2 2.9 and regardless of what I choose it in stretching options (0-3) it always stretches the image to fit the window. Is this a bug?

Open up your video card's driver panel. You may have it set to stretch images.

Also, many monitors have stretching options in their display menus as well.

I checked Nvidia Control Panel and it's not set to override program scaling modes... Although it probably wouldn't matter anyway since I'm not playing full screen. This is a problem I'm only having with epsxe btw. Savestates don't seem to be working either. Is there a good alternative emu that allows framelimit disabling and savestates?
