ePSXe 1.7.0, Everything runs slowly?

Alright, so I did a bit of scouring on this board and I found multiple answers, but none have seemed to fix my problem.

First off, here are my video specs:

Plugin: P.E.Op.S. OpenGL Driver 1.1.78
Author: Pete Bernert
Card vendor: NVIDIA Corporation
GFX card: GeForce GTS 250/PCI/SSE2
OGL version: 3.3.0

Resolution/Color:
- 640x480 Window mode
- V-Sync: off
- Keep psx aspect ratio: off

Textures:
- Default
- iFiltering: 0
- Hi-Res textures: 0
- VRam size: 0 MBytes

Framerate:
- FPS limitation: on
- Frame skipping: off
- FPS limit: Auto

Compatibility:
- Offscreen drawing: 1
- Framebuffer texture: 1
- Framebuffer access: 0
- Alpha multipass: on
- Mask bit: off
- Advanced blending: off

Misc:
- Scanlines: off
- Line mode: off
- Unfiltered FB: on
- 15 bit FB: on
- Dithering: off
- Screen smoothing: off
- Game fixes: off [00000000]

The problem that I'm having is that every game runs slowly. At the moment I am only looking to play 3 titles: FFVII, FFVIII and Star Ocean 2. The one I would like to get working the most would be Star Ocean 2.

Initially everything would be in slow motion, it would load the Sony Entertainment logo, but the fade in would be extremely choppy. I was able to minimize this choppiness by changing the video settings to the "fast" defaults.

So when I go to load up FFVII, I end up seeing the Sony Entertainment logo, and my FPS is at 60. Then, once the logo has fully loaded, the FPS drops to 4-5 FPS and and won't proceed to the title screen. I just get stuck at this Sony Entertainment screen with no audio.

Finally, I close ePSXe and if I wait a couple of minutes I start to hear the audio but there is no ePSXe window up. To get rid of the sound, I have to terminate ePSXe from the process manager. It looks like the program doesn't actually shut down, but instead continues to run in the background.

I hope this isn't information overload, but for those of you who don't have the time...

TL;DR: Can't get FFVII, FFVIII, or Star Ocean 2 to work. Freezes at the Sony Entertainment screen and no audio. Upon closing the program the audio then plays a few moment later.

Oh, I'm sorry about that. I'm using Windows 7 32-bit.

I'm pretty sure you're just messing up with fps.
Your main video config fps part should look like this

and soft video config like this

play around with 50 to 65 fps and find the right speed ( its usually either 50, 60, or 65 standard)

hope it helps

50 fps for PAL and 60 fps for NTSC.

Hmm, I appreciate the help, but none of that seems to be helping. I don't know what it is. Now at default "fast" settings I can't even get it to play. Is there something wrong with my hardware, or the driver? My video card is a Nvidia GeForce 250 GTS.

This is just a hunch, (to be honest I don't know whats going on) try using a different gfx plug-in. Here's a link to Emuforums.com - Downloads - Pete's OpenGL2 GPU plugin 2.9 (for Windows) , a reasonably compatible plug-in from Pete Bernert as well. It has more options than PEOpS and I'm absolutely positive your card can use it. P.E.Op.S. OpenGL Driver 1.1.78 is based on the old Pete's OGL 1.77 plug-in so I'm pretty sure it will be a step up in compatibility and performance/quality. Just use the fast setting for now to seem if it even fixes your issue.

I can't say if this will help you or not but I had a problem recently where my FF9 battles were running extremely slow. It was fixed when I was told to specify my vram. I noticed you haven't done that and you might want to try it. The options in the drop down menu only go up to 128 but you can type in a different amount. Now I was told this is necessary for ATI cards (which is what I have) but its something to try just in case. Hope this helps, and if not, sorry to waste your time.

That suggestion wasn't a waste of time. Good call I forgot all about specifying vram. It's not really a necessity for Nvidia cards, more for ATI cards (for some reason ATI cards always have that issue with Pete's gfx plugins. It's a driver level issue iirc), but I do it anyway (Nvidia user) just to be safe.
