Can a moderately scratched CD make an ISO??

After all the heck I've had with my ISO of an unscratched PE2, I was wondering if any/all of the iso burners (nero, cdrwin, isobuster, etc etc etc) can make a working ISO from a scratched cd?

if so, is there anything such as a cd TOO scratched?

I read one thread about copying good sectors and putting them into one ISO or something, but it wasnt speaking english to me :-P

not how badly scratched, but how deep are the scratches?
and there's no iso utitlity that'll ensure a scratched cd's succesful convertion.

There are no GASHES, but its got a very decent amount of scratches due to a VERY faulty "Cd CLEANER" (WIth the very TRUE name of CD Eraser...go figure)
But its all just miniscule scratches, although alot of em..
