Pcsx2 FFX help

Hey there im new here and to all of this so bare with me.

I recently downloaded pcsx2 0.9.8 and got my bios and made an ISO file from my FFX disc and ive tried everything i can think of to get the game to run at 50fps but for some reason the best ive been able to sustain is about 25-30.
Can anyone suggest how to make it run faster?

My pc specs are:
Intel(R) Pentium(R) 4 cpu 3ghz (2 cpus)
Windows 7 ultimate 32 bit
2048mb ddr2 ram
Ati radeon 9600 series

Pcsx2 settings:
GS: gsdx 4600(msvc 15.00 sse2) (also tried zerogs kosmos 0.97 but found it ran worse)
Pad: ssspsx pad
Spu2: spu2-x r4600m
Cdvd: linuz iso
Usb: usbnull
Fw: fwnull
Dev9: dev9null

Speed hacks:
Ee cyclerate: 3
Vu cycle stealing: 1
With all other hacks selected (mvu flag hack, mvu block hack, ensble intc spin detection, enable wait loop, enable fast cdvd)

Any help would be much appreciated

Your computer is way below anything I would ever recommend for running PCSX2 effectively.

Any Pentium 4 or Pentium D CPU is beyond hope.

Even a Core 2 Duo E8400 or so would be sufficient for FFX.
