There is a utility to hack the country code of saturn isos (as well as getting all sorts of info) called dw sega saturn version 1.1.

It's made by Darkwater (dw) and is similar to dwsegacd (also by the same author).

I know the homepage of the utility, but the download doesn't work.

Where can I get this thing? I need it!

no, not the bios, the iso! it will change its country from us to pal etc.
But actually it can also be used to get the release date and the product ID of the game (dwsegasaturn reads this somewhere in the boot section of the iso).
