MDEC's stutter every 4/5 seconds - FF9 NTSC

I am quite acquainted with Playstation emulation now, having tried all of the major PS1 emu's, but have come accross the same problem in each emulator, which leads me to strongly believe this problem lies within the plugin and/or game. The MDEC's in Final Fantasy 9 (NTSC) stutter every 4 - 5 seconds, but i have tried everything to do with frame limits on Pete's Open GL Driver v1.76 (which i found ran this game the best), so a solution which can be used with this GPU would be greatly appreciated.

Try to configure FF9 like this.

Those configuration changes only affect the battle screen, my battle screens come up perfect. It is the MDEC's that stutter every 4-5 seconds. My graphics card is capable of taking all of the high settings, but it is just the MDEC's that are affected.

Have you looked at the sound plugin config in the guide i linked?

you're running off the CD, aren't you? make an ISO.

your hard drive (hopefully) has a much higher data transfer rate than your CD drive. also, the hard drive doesn't spin down/spin up, so playing off an ISO eliminates the gaps.

just try it. if it doesn't work, i guess you can come back and uh, keep flaming us because we're trying to help.

Flaming you? I assure you, all my posts have been sent with no ill feeling. I'm sorry if it came across that way, but on the contrary, I'm thankful for the help.

I've made the ISO, in ISO format too, but now the emulator doesnt run it at all. I used magicISO to convert the CD into the .iso file, and when I run it through the emulator, it gives me the warning message:
WARNING: Unable to locate psx executable.
