Well, I've only been using Vista for a couple of weeks myself, but one thing is clear. The child/idiot-proofing is a bit much. Presumably, if you're using emulators you are at least tech savvy enough to be trusted with control over your files, so here's what to do.
First, I'm going to guess that your are the only user on your computer that cares about the PSX emulator. Switch to your Administrator account (if your main account does not have admin privaleges), and navigate to wherever your playstation emu directory is (if you're like me you may have multiple emulators, but they're all dumped in the same place). Right click on that directory/folder and select "properties." If the "read only" tab has a greyed check (and it probably does) you may want to uncheck that and make all the files writable to avoid other hassles, but it shouldn't be necessary. Select the "Security" tab and click "Edit" under the "Group or User names" list. Is your user account listed there? If not, click "add" and type it in. Select your user account and in the permissions window, tick "Full Control" in the "Allow" column. Then click "Apply" or "OK" and when prompted, select to apply to all files and subdirectories. You may also want to give full permission there to the SYSTEM user, if it doesn't already have it. If you are the only user on the system, have a decent antivirus scanner in place, and are confident about your computer competence, you may want to do this for most other directories (maybe leave the Windows dir and other key areas as they are) to avoid constant hassles with Vista security.

i do the plugin thing then when i try to configure it it just says it encounters a problem and goes off help me
