Question Choppy sound, ISOs, Plugin configurations

I've been trying at epsxe and pcsx off and on for about a year. I'm always stuck with choppy sound from the CD. I've been searching for a long time, other people seem to have similar problems and eventually solve them, but the solution is not clear to me. After a lot of analyzing, it seems that my gpu and spu plugins do not read their text file configurations. gpuPeteMesaGL will never frame limit. If I play off an ISO, the MDECs and music are too fast, with the frame rate jump around from 200-90fps. If I play off a CD, the frame rate jumps from 120-30fps. I believe this inability to frame limit is what's causing the MDEC sound issues because there is no skipping when playing from an ISO. How can affect the cd timing for cd games, or the frame limit for ISO games?

SPU IRQ Hack is off (tried both off and on)
(Yes, I have tried changing the cfg files)

Put the config files into the main emus "cfg" subdirectory (you have to create that directory, if it doesn't exist). And delete all other copies of the cfg files from your home/main emu directory.
