well give him a chance, were here to help him out.
like Gotrunks said, try reading the readme file included for more details on how the ePSXe should run. Plugins are use to configure the video, sound and CD ROM option. You can download it here at the download section of NGemu. I suggest you download Pete's plugins. It's one of the best and mostly used. BIOS is needed to run the emulator. You have to search it using yahoo or google to find a site. We cannot post a site because that is prohibited here... and don't ofrget to read the rules and regulation of the forum.
