the graphics improved massively but it is so slow and the swirl effect is missing, also in some scenes there are still some garbages.

You have.... how can I put this... a not vey good 3d Graphics card.
Things I can suggest:
1) Use the D3D 6 Plugin
2) Turn Filtering to 6
3) Turn on Alpha Multipass, Mask bit, and Advanced Blending.
4) Change Framebuffer to 0 and turn on vRam Primatives.
5) Enable dithering.

Stick with PEOPs. I'm afraid your graphics card simply isn't any good at 3D accelleration.
Edit: Whoops, freudian slip just then. Didn't mean to say Craphics.

I'm afraid I'm gonna have to agree with Kain. I hate telling someone they can't do something but this is gonna be a case where hardware acceleration really is not an option for you

Freudian slip is saying something you subconciously meant. Basicaly I said it's a Crap-ics card by accident without realising it, but on a sub-concious level, I was thinking that, so typed it.

Hmm

Shadow Lady? What do you mean?
We had a TNT2 M64 PCI....we used D3D a lot more then OpenGL....in some games such as Final Fanatsy 8 and Jade Cocoon...you will see the speed differences...

SiS 620 is a very very poor card. BTW I think it is on-board.

On board means the card is actualy integrated into the mobo, rather than being a seperate card.

Not all onboard cards are terribly horrible. The Nforce chipset has a Geforce 2 MX 400 built into it

An on-board card will be worse than the seperate equivalent. Benchmarks were done with the nForce chipset.
Even with the thoeretical AGP8x, the onboard card was about 1/2 ~2/3 the speed of a seperate GeForce MX 400
