Well, PEOpS WAS Pete's Soft... so there must be some reason why he doesn't want to implement the recorder into his OpenGL/D3D plugin.
Maybe it's just plain impossible.

you can always try making your own plugin if it matters so much.

Hmm
If the recording fuction is what you are interested in...then download GPUDemoHard....It is made by Darkman...the same guy that added the record function to P.E.O.Ps....The difference is GPUDemoHard is a D3D based plugin...so 3D games look better then what P.E.Ops can do....

Well, what are the specs for your laptop? I will say the Peops is the best one. Kazzuya's (sp?) is good as well, I think its faster that Peops. the best advice is that try them all cause every computer will get different results.

I would definitely say PEOpS, as even on my TNT (actually, it's so overclocked, its faster than some TNT 2's, but never mind that) it runs fine on 90-95% of games that are compatible with ePSXe, and the other ones are just a little slower (40-50 fps range) than I would like. Just make sure that you enable 32-bit color, as (on my system at least) it improves performance and image quality quite a bit. Additionally, I've found that the lazy screen update toggle improves performance in some games (listed under "..." for Pandemonium), and that all in all, the resolution really doesn't matter that much, as 640x480 runs just as well under 32-bit (on my system) as 1024x768. Kazzuya works, but the bugs just drive me nuts, and the image quality cannot compare. On a final note, I would also recommend EternalSPU, and using DAEMONtools to read images on your harddrive.

nah, try Resident Evil 3 in 16 and 32 bit, and then tell me about performance ^^
