Sound Plugin spu2PeopsSound.dll

When I Install The Sound Plugin spu2PeopsSound1.6.ddl, it sais that spu2PeopsSound.dll is Null. And I'm New and have no idea what this means. Any Help? I have 1024 MB ram(1GB) 3.24 proccesor and radeon x1650 pro agb 8X. everything works and i have my BIOS for my PS2.

You're in the wrong forum completely. This forum is for the PS1 emulator called "pSX"... you want to be here instead, which is the support forum for PCSX2 (which is what you're using I'm sure) plugins.
