CEP link on PSXemulator site not working

When I go to the following site:

pSX Emulator - CEP: Gameshark Alternative for pSX

and use the link they provided to download CEP, I just can't seem to get a download started and there just doesn't seem to be a file for me to download on the FileDEN site which houses it. Is there any sort of alternative? I've been googling sites for CEP and right now I'm just being cautious with torrents which already lack any seeders. Can anyone help me out?
