Controlling FPS

I've been searching around the forum for a bit and I can't seem to find what I'm looking for, if it's somewhere on here and I'm just not looking hard enough I would welcome a link. Here is my question:

Is it possible to slow down ePSXe below the normal rate, and if so, how? I'm interested in this particularly for things like the Jump roping game on FFIX or other things of that nature where it would be advantageous to slow the game down.

1. wrong section.
2. the same way you limit the fps. as logic would tell you.

If someone wants to move this that would be great, and it doesn't work, for PSX you press delete to open up the FPS menu while the game is running then i can adjust the FPS, but the lowest I can get it is 60 FPS, which is normal.
