Tons of .mdmp files
I just looked in my psx_1_13 directory, and there are literally hundreds of files with the extension .mdmp. Is it OK to remove these?

I believe these are error report files for Windows XP (check again).
If that's the case, I believe removal would be safe.

Yes, those are dump reports created by pSX. It shouldn't be making that many, and you may feel free to delete them all. After doing so, if it creates more, please give details, as that would be a problem that needs to be figured out.
