I presume you want to know how to create memory cards, lovinmyhonda - just setting them is too obvious.
What operating system are you using? Some of the Windows ones, most noticeably XP and Vista, can be very stroppy about read/write permissions. Check that your pSX folder remains set to read & write after you've changed it in case WIndows changes it back without telling you.
Start pSX, open the Configuration, go to the Memory cards tab, Eject any card that's already in the slot where you want to create a card and click the browse (...) button. Then type the name of the card you want to create in the Selection: box, click OK and OK. It doesn't matter what extension you use - a lot of people use the .mcr extension to facilitate portability between pSX and ePSXe, although both emulators will read cards with any extension as long as they're in the correct format - it's just that pSX will open them directly; ePSXe needs to be told the name of the card if it doesn't have the .mcr extension.
Most games will format a new card automatically on first use, but a few don't so, after creating a card, let pSX run to the BIOS page (where it winds up if you don't have a game loaded) and use your controller to enter the memory card editor - you'll need your controller set to Normal Type for this. This will format the card; close the editor and you're good to go.
