Error Opening Cdvd Plugin {plz Help}

I am trying to get resident evil outbreak working but the error...
"ERROR OPENING CDVD PLUGIN" comes up and I really don't know what to do. I thought at first maybe it was the game but in the games list this was one of the working titles and it's the US version as well. I don't understand this, but I hope you guys will.

It's an ISO file. Do I need to use an actual CD?

Err...no, you don't really need to have to use the game CD, unless you want to. You probably have a bad ISO(maybe). What plugin were you usin' anyways?

did u miss some files that u haven't downloaded? recheck!

try reinstall your PCSX2.

OK, I am using the actual CD and it works now... Unfortunately it is running at horrifying speeds of 0.9fps when in game. How can I fix this? I set like everything to lowest quality, and yes this is my 1st time using the emulator. I've decided it's not the game because I tried Resient evil Code Veronica X as well and is runs at like 8fps, but code veronica is much smaller and less detailed.

it's going .9fps

Another thing really bugging me is that it says 140fps intil it gets into the actual game. then it drops dramatically from that to 40fps to 2.1fps to .9 fps.

I used the ZeroGS KOSMOS plugin

It's working now, I justt goofed off with setting a bit and it's running at 40fps now, Thx very much. Now I can play Outbreak, but not online, It says memory cards needs to be formatted. Is that even possible with this emulator? Thx and GJ on PCSX2.
