Some sound problems with an old Onboard Sound card (possibly VIA)

I am at my cousin's house and am trying to get PJ to work - it works fine (his system *does* meet the minimum specs by a long shot) but the sound is severely messed up.

So far we have tried Harvest Moon 64 - the game has no sound at all, except for sound effects, which come out as huge bursts of static. I have tried Jabo's DSound, all three of Azimer's recent Audio plugins - with no luck.

I think that DirectX might be the problem - we currently have version 7 installed - but I am unable to upgrade it for some reason - I get a "File failed to download" error. This occurs when using both the runtime and the remote install.

I am not sure of the sound specification - I am sure that it is onboard however.

specs:
P4 2.4
128 megs of SDRam
64 meg Video (onboard - not sure of maker but it works - so hey )
onboard sound (not sure - any ideas on how to identify it?)

Any help/suggestions appreciated.
