Angry Zelda Majoras mask problem HELP??????

When I run Zelda MoM with any emulator in a window I get about 60 fps. the problem is that it surely isn`t 60 fps but something like 20. I tried it in fullscreen but fraps {measures frames per second} says 20. When I turn off the speed limiter the game is too fast something like 120 to 300 fps. I would like to play MoM at about 35 fps. Please help. Any suggestion is welcome. My Comp specs. are athlon XP2200+, 256 DDR 400, G4 4200 Ti, Sound storm audio

I think you are confusing 60 virtual updates (TV's are interlaced producing half tha actual framerate) with 60 Frames per second
