V-Rally Edition 99

Is there any Video Plugin that makes V-Rally Edition 99 (U) playable? Project 64 says that another Video Plugin is needed, and those Plugins may exist or not...

Almost certainly not. If you've got a 3Dfx card you might want to try it out with Glide64, but I doubt it would support it either. You'll need to wait till Jabo continues his plugin or till someone else makes a superior one.
