Netplay (Year 2009): Still existing and usable?

I tried using the netplay feature. I'm not sure how to set up a server.

Me and a friend wanted to try a netplay with each other, playing Super Smash Bros. (Reason is simple, both of our laptops don't work with the Dolphin emulator.)

But, I couldn't find any servers. So:

1. How do I set up a server?
2. How do I connect with the other player?
3. What should I do?

Project64 does not have official netplay, and as such i don't support netplay using any of the third party builds based on the old 1.4 source.
