On Direct3D-plugins, it's very hard to get battle-swirl working properly. Software and OGL2-plugins can handle them better. OGL2 may be too slow for you, but you may test it.
You have 68 on your FPS-limit? Pretty high. Try lowering it to 50 (on PAL) or 60 (on NTSC). I used to have a bit skippy FMV:s when I had wrong standard turned on. Then I had NTSC, not PAL.

try settings similar to mine with the d3d dx6 1.76 plugin. when using these, the graphical battle swirl effect doesnt show up, it just makes the sound effect that it usually goes with. but i highly doubt that you (or anyone) really cares about that effect anyway, hell i wouldnt even consider it a minimal loss.

Change the sound plugin to the built in ePSXe one.

i think that is indicating that its using full vram primitives, im not sure how to enable or disable it. if you have decent machine i dont think you need to worry about it though.
edit- if you have sound issues, use eternal spu 1.41 (non-lite), its one of the better plugins out there. these are the settings i use for it have the top 3 boxes ticked in the actual config mine is set up like this: audio device- directsound buffer size- 80 (doesnt have to be this, so set it to your preferance) audio-out method- thread all 3 special game fixes enabled "wait for XA buffer is free" enabled under the "misc" section neill's reverb
