Front mission 3 won't save

it says that there no room on the cards even though i have 2 empty cards set, i even tried cards with 1 spot on the game

i just beat the game using F1 and F3

but i want to play the second story but i'd like to have the ablity to save

Savestate contains a memorycard.

If you made a savestate with a full memorycard and then changed memorycard to the blank one,
when you load a savestate memorycard will be full again.

You can use PSXmemtool to inject a blank memorycard to a savestate.

Huh?

i don't want to use save stats i want to be able to save directly to the memory card/load directly from a memory card

as it won't do either

If you try the method i suggested you and you are able to save,
when you shut down ePSXe (by ESC, File - > Exit) the save will be saved to a memorycard.
