Why the title?, because I have this problem:
My config: Pentium IV, winXP, 2,8 GHz, GeForce2 MX/MX 64 Mb. directx 9.0 Plugin: Pete's DX6 D3D Driver 1.1.75 Author: Pete Bernert GFX card: NVIDIA GeForce2 MX/MX 400 Resolution/Color: - 1152x864 Fullscreen - [16 Bit] Textures: - R8G8A8A8 - Filtering: 2 - Hi-Res textures: 0 - VRam size: 64 MBytes Framerate: - FPS limit: on - Frame skipping: off - FPS limit: Auto Compatibility: - Offscreen drawing: 4 - Framebuffer texture: 1 - Framebuffer access: 1 - Alpha multipass: on - Mask bit: off - Advanced blending: hardware Misc: - Scanlines: off [0] - Unfiltered FB: off - Dithering: on - Screen smoothing: off - Full vram: off - Game fixes: off [00000000] |

Try turning off filtering and maybe lowering your resolution. Also try setting framebuffer texture to 0 and framebuffer access to 4.

Try switching to Pete's OpenGL plugin. I would have mentioned that earlier but I didn't see it (the full VRAM option caught my eye this time
)

I have the same problem with:
Pete's DX6 D3D 1.75 Pete's OpenGL 1.75 Pete's D3D 1.75 PEOpS 1.16 =( I don't know if this help... but that "blur", goes with my character... I mean, if I walk west, the blur begins to dissapear until it's normal... if I go on walking west, the "blur" goes west... and so on. =( Another thing: Only occurs with the "static" characters... when they "walk" or when I talk to them... it dissapears the "blur". |

try offscreen drawing 3 instead of 4

I actually used a variation of my FF7 settings on OGL2... but since your card may not support that, perhaps I won't delve into it further.
