Alright here are the setting changed i made that you adviced me.

Plugin: Pete's OpenGL Driver 1.1.75
Author: Pete Bernert
Card vendor: NVIDIA Corporation
GFX card: GeForce4 Ti 4600/AGP/SSE/3DNOW!

Resolution/Color:
- 1024x768 Fullscreen - NO desktop changing [32 Bit]
- Keep psx aspect ratio: off

Textures:
- R8G8B8A8
- Filtering: 6 - edge clamping supported
- Hi-Res textures: 1
- Palettized tex windows: on
- VRam size: 0 MBytes - 113 textures usable

Framerate:
- FPS limitation: on
- Frame skipping: off
- FPS limit: Auto

Compatibility:
- Offscreen drawing: 3
- Framebuffer texture: 0
- Framebuffer access: 4
- Alpha multipass: on
- Mask bit: off
- Advanced blending: on (hardware)
- Subtractive blending: NOT supported!

Misc:
- Scanlines: off
- Line mode: off
- Unfiltered FB: off
- 15 bit FB: off
- Dithering: off
- Screen smoothing: on - supported
- Screen cushion: off
- Game fixes: on [00001400]

Notice some of them have little black marks in textures..they don't in show in windows but im sure it's because i don't have psx aspect ratio on..

it's the exact same as in windowed mode except like i said the black marks don't show in textures.

is there anyway i could improve the look is that the best i can get.

thanks

The black marks in textures is due to Hi-res textures, not PSX aspect ratio.

Probably a bit of both. Try disabling 'Screen Smoothing'. I really don't think it's worth it. Best of useing FSAA IMO

All games with 2d backdrops like FF, Tales of Destiny and Chrono Cross will, but full 3d games like Tekken or games like Xenogears will have few if any issues with it.

>Whats AA or AF or FSAA mean

AA or FSAA is Full Screen Anti-Aliasing. This is a technique to get rid of the jagged edges of polygons. It also reduces texture crawling.

>which options are they in the config menu

They aren't. FSAA is enabled in the graphics card driver control panel, but if you have an onboard graphics card you are out of luck.
