Xenogears sound issue

Anytime the framerate drops (no lower then 35 fps), the sound slows down in step with the framerate.

Is there any way to keep the sound at the same speed regardless of framerate?

No. The framerate is linked to the game 'internal clock', meaning that unlike in recent PC games, if the framerate drops below or pops above 60, the game speed changes to match. You can try enabling frameskipping, but that just makes the game stutter more and can cause issues with framebuffer effects and FMVs

I tried frame skipping and I'm fine so far, I haven't gotten to any FMVs yet though, but the framerate seems more constant...it doesn't seem to be studdering much either.

Frameskipping will screw your FMV. Enable the old frameskipping method from the special fixes and you'll be fine
