GPU issue. A lot of video cards are very slow when handling framebuffer access, which is required for the "blur" effect in this scene. The exceptions are most Geforce cards and Radeons 9500 onwards.
If you have a fast CPU (1.2Ghz+), use Pete's plugins with these settings: Framebuffer Textures: 0 - Emulated VRAM Framebuffer Access: 4 - Full VRAM Primitives []s Badaro

Full vram is very slow. I recommend using these options instead with pete's OGL 1.73 and higher:
Framebuffer Textures: 2 - Gfx card buffer Framebuffer Access: 3 - Gfx card reads & Moves And turn ON Mixed Software FB access in the special Game fixes menu. This is a better option for xenogears, and the sweet part is that you can bump up the resolution and FSAA without fear of a tremendous speed hit
