What are your plugin settings? Are you running the game from a cd? If so, have u tried with other cd plugins?(eg PEOpS, Sapu, Xeven's etc) Have u tried making an iso of it? Have u tried with other emulators?(eg Xeven's PS7, PCSX) Plz, give us some information so we can help you better

I dunno if it's the problem you're talking about, but I also noticed that the menu was very buggy, you'll need to adjust the OD and frame buffer settings to get it work... but I can't tell you precisely which ones, since I only played it once (and it sucked, better play GTA3 or GTA:VC)
