Make sure you have the "Enable SPU IRQ hack" unchecked in the emulator and only have it enabled in your SPU plugin.

I have checked. And isnt bether The spu irq hack was disabled, i have tried with enabled and witht disabled. In the Spu plugin i dont have found an option named spu iry hack. Only "spu irq wait cpu action" and "spu iry force interruption flag 7". I have tested ist with enabled and disabled.
My secound problem is, that the game in the sequenzes and ingame little to fast. Im not sure, i think thats can be the problem why the sound in the sequences soo crazy I hobe anyone can help me, is realy bull**** to play with faster Gamespeed and this crazy sound in the movies I loading the game from an bif file .img file. Can this make problems with the sound?

don't know about sound.... but for video i think ff9 need offscreen drawing higher than 3 and don't really need a resolution higher than 640x480. there's a new pete gpu by the way

About the sound,
Or you can try it with ePSXe SPU core. Otherwise, try to experiment with the sound buffer size in Eternal SPU.

About the videos,
What about change it to Off Screen Drawing - 3 ?

Switching Off-screen drawing to 3 will make the command menu show up in battles. Make sure you have the "Use PC fps calculation" disabled in the special game fix of Pete's plugin, that way your games should run at correct speed. As for the sound, see attachment for my settings of eternal SPU, and again, make sure you have the "Enable SPU IRQ hack" disabled in the emulator.
