Problem with Capcom Logo FMV

Yo;

It seems that each time I try to play a Capcom game (i.e. Resident Evil - Director's Cut - Dual Shock, Mega Man X 4, etc..) the opening FMV that shows the capcom logo either freezes ePSXe or drops the FPS down to bare nothing. For example, on Resident Evil DC DS, before the opening logo i can get 100+ FPS (this is with fps limit off) but then when it starts to go to the Capcom FMV logo it drops from 100 FPS down to 8 or 6 FPS. I wanted to know if there is a fix for this before I go down to post my specs of the PC im using below.

I also forgot to mention, this problem doesnt happen on other games which uses FMV's when you first start them up (i.e. Mobile Suit Gundam - Char's Counterattack, Final Fantasy 7 & 8)
