some games dont like save states or save states at certain parts, during FMV's for example. some of the hardware plugins have issues with loading states like that as well. you can try a software plugin and see what it does but i cant say if it will work because there are a number of different factors that could cause trouble here and without some trial and error work its really hard to give you a straight answer. its not that the save state function itself is broken, its just that in certain games or situations, save states can cause weird stuff to happen.
basically the save state feature is working for you, however the problem here occurs upon loading the save states, thats why you see files in the sstates folder. it works and makes the save states just fine, but there is something that is causing it to load incorrectly. and going off of what exodus said eariler, saga frontier does not appear to like save states. the super-technical reasons are behind this are anyones guess, but thats just the way it is apparently. edit- and as for memory card saves, thats a whole different thing. if you really want to make this easier it would be best if you get another game and test the memory card saving feature out with it and then tell us what happens.
