Try making a bin/cue image rather than iso, or find a ppf patch for the game, or use petes cd plugin and try this

the odd/even bit hack fixes a lockup issue in CC, i dont know if it will help with slowdown, that could be an entierly different issue with an entierly different solution. its been ages since ive played the game on epsxe so as far as configs go, i dont really know what to suggest atm.

make sure all background apps that are not needed for your O/S to function are disabled, mainly any anti virus, firewall or other resource hungry apps. i cant really suggest anything else for the settings because there isnt really much you can change for speed with what you are already using. if you want to you can try the "fast" preset but using that could produce glitches if it enables/disables certain things so if you do use it, pay attention to what settings it changes compared to what you have currently. you could also try using a software plugin or another emulator like psx.

Vista needs 2gb or RAM to function properly, and I don't think Intel integrated graphics can handle OGL2. You could try setting your desktop to 16bit colour.

im not too well versed with vista but if you have that 3d aero interface or whatever its called enabled, you should turn it off when using epsxe because you will probably get better performance.

For me aero makes no difference on or off, having said that, if I save state with the directx plugin it goes from aero to vista basic.
