Reformatting doesn't fix the problem. I did a fresh install of vista and the problem is still there. I'm glad it isn't terribly annoying. All it takes is a quick restart. After that I boot up pcsx2 right away, usually when I wait to long I get the memory allocation error again.

I get this error every once in a while. Here's my culprit:

things plugged into the computer on startup

Seriously. I have headphones and a USB drive plugged in at practically all times when the computer's in use. If I boot (cold or warm) while those things are plugged in, Vista will not allocate the required memory for PCSX2. However, once I take them out and restart, it works fine again.
EDIT: I believe I have to start PCSX2 before I plug those things back in to avoid the error again. I do that to be safe, anyway.

It still puzzles me... @_@

Can anyone considerately explain just one time how to solve this problem?

I seem to have solved this problem. Previously I added only my Windows account (i.e. Elix-PC), as was explained in the PCSX2 error window, but later I added Administrator and SYSTEM accounts and program started.
