Low FPS?

Im getting low FPS in naruto shippuden accel 2, I get max FPS about 40-50% but in menus its normal FPS

My specs are:
AMD64X2 4000+ dual core processor 2.1 GHz
Nvidia 8800 GT
2 GB RAM
320 GB HDD
Windows Vista Premium

What could be wrong? i think I should at least get playable FPS with my video card, my procerssor is ehhh but its not so bad either... maybe something wrong with my configuration? thanks in advance for the help!
