Converting NTSC to PAL

SO, jast as the title says, is there a way to properly convert NTSC to PAL? So that game physics run at 100% speed with 50 FPS. I found an utility, it patches ELF file, the game really becomes PAL but I feel that it runs like slower then needed. So it looks like the utility jast patches maximum framerate, without changing other stuff. Or maybe there no way to properly patch a game at all?
P.S. This program is free and open source, I can attach it here if it is allowed.

I know with ps1 games you simply had to apply a patch to them which would do the job. I`d assume it would be something similar for ps2 games, though I`ve never tried it.

Running 50FPS on a computer will always feel slow, theres just some unique difference between a PC and a Console which does this.

I play every game through pcsx2 at 50 fps since their pal games. Definately doesn`t feel slow at all.

you can't just patch a game and increase the speed of physics.
the game has to be recoded for the change.
