Well that one strange question...if you have PS2 then there is no way you won't know how to save, saving it the same way as it's on PS2 or on PCSX2 but PCSX2 can make a save state which are saves on exact point, you can save wherever you want and load from that point...is you press F1 you will save your gave using save state and if you press F3 you will load our save that you make with F1 and if you press F2 you will switch to other save state slot(you have 5 of them)

Because you're supposed to save IN the game, as in usually a game has an Ingame saving system.

Save States have alot of issues and should not be used as your only means of a save.

Make sure it's in the right slot.

Like I say when you press F1 you will save and if you press F3 you will load the save that you make with F1.It you press F2 you will switch to other savestate slot and you you don't have save on that slot then of course it wont happen anything because there isn't save to load but I have to warn you, save states mostly aren't very reliable and in some cases you won't be able to continue the game so try to avoid using them or use normal saving more often

Right, but I am playing on a PC. I saw the option to config memory cards, and i added mem card 1 and 2 and formatted them, but in game, it says the memory card is not formatted, and when I chose format it says format failed.

The game itself may have trouble with saving. What game?

Try formatting it in the Bios, although I had no issue.

Tales of the Abyss. How do you format in the bios. I did it through the window where you do everything else - loading the game and doing all the configuring.

Ok so save states are my only option? How do you make sure they dont get corrupted. I had one, and now when I try to load it, the FPS goes real high, 150+ and it crashes.

is there a way to prevent this

Yes, load the stat after you see the NAMCO screen. (when you would load using a mem card)
