Why doesn't the above part of the patch work anymore? Or are there any requirements for it to work properly(like having all characters etc)?

I heard from many users,
PCSX2 0.9.4 is better with some cheats, but PCSX 0.9.6 has better emulation.
For now, I use Emuhaste instead.
