This games uses 2d backgrounds and 3d characters like the Resident Evil series on the psx.. Quite easy for the ps2 to do.. This leaves a lot of the ps2 resources for the 3d characters.. Let the ps2 do it in full 3d, backgrounds and characters...

The game does look good nonetheless..
