Yes your graphics card is the problem, the Radeon 9800 is like 8 years old by now and has no Pixel Shader 3 which this game requires. Even the much stronger Radeon X850XT would not be able to run this game. Only cards from Radeon X1XXX onwards can runs this game. You should learn to look at the minimum specifications first and make sure your hardware actually meets them.
