Wipe and reinstall windows. Ask your service provider to provide a new ip address then get a new email. Buy a router, switch to Linux or Mac OS, get a good software firewall. Then change your internet identity and never ever go back and use your old accounts for any sites or forums.
Never use your real name anymore online, start using an alias. If its some nations government agency or lulz hacker that are after you, your screwed. Just enjoy the last days of your life.

If hackers were on to you, you wouldn't be talking here anymore. Either you got false alarms (which happen aaaallllllll the time) or someone threatened you without having any intentions to actually do something about it.
If hackers were on to you, you'd know it AFTER they were done with you... Not before.
