Name this nes game, please!

Hey dudes, I really want to play a nes game but I can't remember it's name, could you guys help me?

The game is IDENTICAL to Rolling Thunder (NES) but it's set on the South America. You're an agent and have to wipe out a drug cartel.

MegaMan X's and StarFox . . . my only fave SNES games I still play (notice the FF's aren't on the list)

Man, this is all way before my time. I remember Starfox, Street Fighter, TMNT, etc, but that's about it.
