Very low computer specs.
Both your processor and your video card (geforce 1?) are way below the system requirements for 60fps play at all games (athlon 64 3500 ~) and video card with pixel shader support (geforce 3 and above, except geforce 4 mx). So to answer your question the curious thing would be to be able to play at 60 fps all the games (some games are less demanding) and not that you currently playing at 30.

Well you should be running a more modern processor and in that case you're going to need a new motherboard as well. As for a video card if you want any decent performance today you're probably going to have to spend around a $100 at least on the video card alone. If you have Paypal setup, Ebay should be plenty safe, I buy and sell all the time and haven't had a problem yet. Geforce 3's go for less than 10 dollars on there if you really want one of those.

If you are determined to upgrade your system for nulldc, first of all you would need a better processor to increase the frames. Which would mean a different motherboard, which would mean a new system basically
. As for a video card, even the cheapest new video card would allow you to use the default video plugin, with higher resolutions without a drop in frames (compared to lower resolutions). So if you go for a better video card and only expect better frame rates at Pc games mostly, and not at emulated games from other systems. And my guess is that your system only supports AGP video cards since you have a geforce 1, which means you have to put an old AGP graphic card. Closing, i would suggest you that since your system is quite old to upgrade it both easily and effectively, buy yourself a new system, in the long term it would save both your money and your time.
