Requirements:

Nvidia GeForce 4 TI or ATi Radeon 8500.

Your video card certainly don't meet the requirements.

The emulator might be able to run on systems that do not meet these requirements
but with issues (like slow speed, GFX errors or Sound errors).

Simply, get a new video card or a Dreamcast. An issue can be, for example, not being able to work.
