Is there a way to hide the toolbar on the top while on fullscreen?

I don't think I have found any documentation in the internet supporting this but if it is possible to hide the toobar menu on the top while on fullscreen then I would really appreciate it if someone can point that out to me. It would make the whole experience a tiny bit better if everything can be 100 percent full screen.

Also:

I have a high end system that plays high end pc games. What are the best settings that will make the game run smoothly? So far the settings I currently have are pretty good.
