in japan, C means 15years, so yes it's like teen, but if this game came to USA will probably be mature because of "sexual themes"

* A (All ages) (Equivalent to the ESRB's EARLY CHILDHOOD, EVERYONE, and EVERYONE 10+ and PEGI's 3+ and 7+). It is often likened to the Eirin's "G" Rating.
* B (Ages 12 and up) (Equivalent to the ESRB's TEEN and PEGI's 12+). It is often likened to the Eirin's "PG-12" rating.
* C (Ages 15 and up) (Equivalent to the PEGI's 16+).
* D (Ages 17 and up) (Equivalent to the ESRB's MATURE). It is often likened to the Eirin's "R-15" rating.
* Z (Ages 18 and up only) (Equivalent to the ESRB's ADULTS ONLY -AO- and PEGI's 18+). It is often likened to the Eirin's "R-18" rating.

as you may noticed. japanese ppl are more "adult" than the other countries lol just a different culture.
a basic example are the animes, that in japan you can see blood, semi-naked or naked (no sex of course) girls and all, but when USA get the same anime, they cut off everything...

just an example, games that are rated 15 but in USA are mature:

Rumble Roses (Sexual Themes)
Dead or Alive (Sexual Themes)
Resident Evil (Blood and Gore)
Silent Hill (Blood and Gore)

and more...

but as you said, i doubt this game will reach at USA.
