definitely no firmware or bios.
You may provide instructions on how to obtain them legally though (in other words how to dump the firmware or bios files from your DS).
As for actually using the emu and various tools, it would be best to ask each of the respective authors for permission. If you can't obtain permission (like from martin who has been dormant for a while) it would be best to use some sort of system where the person download the emu or tool themselves and then just places them in a prespecified folder as per provided instructions.
Also don't forget to give full credit to all the authors for their various work.

As I said if you don't obtain permission you could provide specific instructions for the person to download and extract the different items into a prespecified folder created and used by your installer.

It easyer if you click left on the desktop icon and locate properties to place your own items in, they will be more to add into instructions file, It will just be the basic C:\Program Files\NO$GBALinker

What dose vista use?

I think the no$gbamooz is not one of them so i may use it anyway!

The easiest way would be making the installer download the file, and then extracting it to the defined place automatically .

Sounds the simplest way, and it doesnt require redist permission, since technically, the files are not being distributed via the installer.

As I said you could always specify that a person must extract no$gba into a certain prespecified folder for your tool to work.

Well what I mean was program your tool as if no$gba was placed in a folder that forms part of your tool.
So say you use C:\NO$GBALinker\no$gba for no$gba, program your tool as if no$gba is present there.
Then issue specific instruction to obtain no$gba and extract it into that folder for your tool to work.

Looks like then I have to program a installer myself that does exactly how I described it, which will make it easy for the end user......
