By redumping your firmware. Or simply by deleting it, since most games don't need it anyway.
EDIT: You might also google for a firmware editor. We had this discussion a while back and the consense was that this site wouldn't provide links.
EDIT II: Also, don't tell us where you got your firmware from. As long as we keep our ears plugged, we're innocent.

i meant seting as in the frmware setings it says that settings were saved each time a seting is changed but the original setings come back aftr system is restarted& saving nos gba setings dsnt seem to affect firmware.
& anothr thing it says that "the system will now shut down" when i try to get out of setings.
pictures attached
0-initial
1-setings wr savd
2-system will shut down
3-aftr restart

That's simply because whilst no$gba is a DS emulator, it is not a propper DS...it does not restart the same way a DS does.
It also has no ability to make any changes to the firmware.

If you want something changed on the firmware your only options are to make the changes on your DS and then redump the firmware or for some basic options to google a firmware editor.

Yes, but only if you know what you are doing and can hexedit the firmware. If not, then no, nothing else can be changed. If you want to make further changes then just make them on your DS BEFORE you redump it to your PC.

I am not sure what the BIOS does exactly for no$gba, other than possibly that those specific CPU routines are required for certain cheat codes to work.

For most games these days both the BIOS files and firmware are no longer required though as the most crucial functions are emulated at this stage and that's sufficient for most games.
