Well this should be self-explanatory but I will give my best to make it simpler: Go to your ePSXe folder and press right mouse button on the ePSXe.exe, and select "Create Shortcut". Press right mouse button on the shortcut you created and click "Properties". Now you should see a window similar to the picture I posted above. In the target path add the command line you want to use (eg. -noauto) and press "Ok" button. Now double click on the shortcut and ePSXe will be launched with the desired command line.
