Taken from this thread:

The game is running way too fast
  • turn on frame limiting, and set the limit to Auto. You can also manually set it to 60 (NTSC) or 50 (PAL). thanks to Shendo for making the pic.
  • MDECs and XA music play at unlimited speed but everything else responds to the frame limit? This is a recent problem, and it's caused by dual core CPUs. you need to set it so that your epsxe.exe runs on a single core. for more information, check this thread. thanks to dbhankins for this fix. Also, if you are using a dual core AMD processor, install the dual core optimizer, as well as the processor driver, from here.
That's not exactly what Peops looks like, but it's similar.

Hey thanks to the help . Limiting the frames worked like a charm!
but in classic fasion i now have a new problem. if my attack combo causes me
to learn a new attack, the emulator crashes. It gives me this error (pic attached) "Unrecoverable error while running recompiler". Also i used ISObuster to extract a .bin file off the CD. it did have some type of error wile extracting. Im going to try to extract a new file. but if anyone has any ideas to help fix this problem please post them

Hmm, have you tried upgrading to 1.6.0? Or tried a different emulator like PSXeven, SSSPSX, or PCSX?

Well i got ISObuster to extract a .iso file without errors but i had the same problem . I could try another emulator ( also i made a mistake i am actually using PCSX 1.5, my bad) but i no longer have a funtional PS so i have no way to dump the BIOs. So are there any other PSemulators that DONT require a BIOs dump?

i heard a little about Xebra, not sure if it requires a BIOs dump tho.

The only other emulators that don't require a BIOS is the HLE version of AdriPSX and VGS/Bleem, but they are way outdated. Here's a good thread with BIOS info. Use your intuition

Anyway, I strongly suggest using a different emulator. PCSX is good (and I use it for some games) but other emulators have been through more development and are more refined, especially ePSXe, PSXeven, and pSX.

On a side note, it's 'BIOS' not 'BIOs'. A very minor thing, I just had to point it out

Xebra does require BIOS while Arbex don't, both emulators can be downloaded here.

Careful with AdriPSX though, it doesn't support proper memory card saves and thus you can't transfer saves to another emulator or change discs.

And did you read the link I posted? In that case you can use ePSXe or PSXeven or whatever emulator you want
